LEGAZPI CITY – At least six soldiers were wounded in an hour clash between government troops and the communist guerillas in Caramoran town, Catandunes on Sunday afternoon, a military spokesperson said Monday.
Wounded army troopers were initially identified as Corporal Felix Riodique, Private First Class Victor Robianes and Lope Abanil, Privates Juvy Cerdon and Ryan Toldanes and CAA Juanito Lucero, said Captain Razaleigh G. Bansawan, spokesperson of the 901st Infantry Battalion, in a text message.
Bansawan said the elements of the 83rd Infantry Battalion by 2 Lieutenant Jerry Doldol were on their way to the area to conduct humanitarian service when undetermined number of armed rebels attacked at around 4:30 p.m.
The firefight lasted for about 40 minutes.
On the other hand, witnesses reported that fleeing rebels, carrying killed and wounded comrades were seen withdrawing towards east direction of the encounter site.

The Origins of Newspapers

In the Jacksonian populist 1830's, advances in printing and papermaking technology led to an explosion of newspaper growth, the emergence of the "Penny Press"; it was now possible to produce a newspaper that could be sold for just a cent a copy. Previously, newspapers were the province of the wealthy, literate minority. The price of a year's subscription, usually over a full week's pay for a laborer, had to be paid in full and "invariably in advance." This sudden availability of cheap, interesting reading material was a significant stimulus to the achievement of the nearly universal literacy now taken for granted in America.

At this time the first "pictorial" weekly newspapers emerged; they featured for the first time extensive illustrations of events in the news, as woodcut engravings made from correspondents' sketches or taken from that new invention, the photograph. During the Civil War the unprecedented demand for timely, accurate news reporting transformed American journalism into a dynamic, hardhitting force in the national life. Reporters, called "specials," became the darlings of the public and the idols of youngsters everywhere. Many accounts of battles turned in by these intrepid adventurers stand today as the definitive histories of their subjects.
Newspaper growth continued unabated in the postwar years. An astounding 11,314 different papers were recorded in the 1880 census. By the 1890's the first circulation figures of a million copies per issue were recorded (ironically, these newspapers are now quite rare due to the atrocious quality of cheap paper then in use, and to great losses in World War II era paper drives) At this period appeared the features of the modern newspaper, bold "banner" headlines, extensive use of illustrations, "funny pages," plus expanded coverage of organized sporting events. The rise of "yellow journalism" also marks this era. Hearst could truthfully boast that his newspapers manufactured the public clamor for war on Spain in 1898. This is also the age of media consolidation, as many independent newspapers were swallowed up into powerful "chains"; with regrettable consequences for a once fearless and incorruptible press, many were reduced to vehicles for the distribution of the particular views of their owners, and so remained, without competing papers to challenge their viewpoints. By the 1910's, all the essential features of the recognizably modern newspaper had emerged. In our time, radio and television have gradually supplanted newspapers as the nation's primary information sources, so it may be difficult initially to appreciate the role that newspapers have played in our history.

Rebel camp seized in Catanduanes
LEGAZPI CITY – Government troops have captured an abandoned rebel camp during their operations in Catanduanes on Tuesday morning, a military spokesperson said on Wednesday.
The camp was discovered by the operating troops of the 83rd Infantry Battalion led by First Lieutenant Darre P. Mariano at Sitio Sara, Barangay san Miguel Panganiban at around 7:00 a.m., said Captain Razaleigh G. Bansawan, spokesperson of the 901st Infantry Battalion, in a text message.
According to Lieutenant Coronel Romeo Basco, battalion commander of the 83rd IB, the recently found camp can accommodate 15 persons.
This is the fifth encampment recovered by the soldiers since August 9 in Bicol that came through the assistance of the civilians, said Bansawan.
Meanwhile, prior to this, a woman rebel was arrested by the government troops on Monday evening.
Dominga Cristobal alias Enggay was apprehended at around 7:00 p.m. in Catanduanes and resulted to the recovery of a .38 revolver pistol with eight rounds of ammunition from her possession.

Police operatives seized an M-16 rifle, one M-653, one caliber 22 rifle, an Ingram with ammos and four hand grenades after the arrest, said Bansawan.

3 NPA minors nabbed in Catanduanes

The three minors, all boys, aged 12, 15 and 19 years old were apprehended by the elements of the 83rd Infantry Battalion and are now under the social welfare for the custody, added Bansawan.
A running gunfight ensued that lasted an hour to save the three young rebels, said Bansawan.
Bansawan said that the soldiers were preempted to use volume of fire due to the presence of three minors utilized by the NPAs in their operations.
“They manage to escape because we value the lives of innocent children used by them,” explained Bansawan.
Recovered from the crime scene were M-14 and M-16 rifles.
No reported casualty on the government side, while undetermined number of wounded rebels has yet to determine.

Bicol team of doctors aids Ondoy victims

A group of Bicolano doctors voluntarily offered assistance in the relief and medical operations for the victims of Ondoy’s wrath in Manila after it devastated thousands of shelters and livelihoods, leaving their places submerged into floods.
The first batch of the Department of Health (DOH) CHD Bicol Health Emergency Management Team (HEMT) Operation Tulong left for Manila last Wednesday (September 30) to assist other doctors in treating patients who were affected by the typhoon’s aftermath.
According to Officer in Charge Assistant Regional Director Dr. Virgilio Ludovice, the team will be immediately deployed in Tanay, Rizal, which also coincided with the request for assistance of the DOH Region IV-A Director Gerardo V. Bayugo.
The HEMT is composed of 20 personnel from the CHD Headquarters in Legazpi City, the Bicol Medical Center (BMC), and the Bicol Sanitarium (BS), including five medical personnel and a surgeon, six nurses and support staff trained in Basic Life Support (BLS).
All of its members had trainings during the disaster brought about by previous typhoons which devastated Bicol, including the Super typhoon Reming last 2007. The team is also self-sufficient as they brought along their own necessities, sleeping bags and tents, said DOH V.
Overall Team Leader Dr. Rose Rempillo, regional health emergency management services coordinator explained that the HEMT will be endorsed to Director Bayugo medicines, medical supplies and relief goods including 1500 pieces of new sleeping materials for distribution.
The other team leaders who extended aids to the victims are Dr. Jimmy dela Vina of the BS and Dr. Pastor G. Consolacion of the BMC.
We also intend to impart our experiences in managing health emergencies during disasters, Dr. Rempillo said.
“Our medical team is meant to address the immediate physical and medical concerns. The WASH team is in charge of water safety and waste management especially in evacuation sites. The DS team conducts surveillance on disease outbreaks which may occur during disasters, while the MHPSM comes in after to conduct stress de-briefing sessions for disaster victims,” she said.
Rempillo added that in preparation for any eventuality and as a follow-up on the initial medical assistance, the DOH CHD Bicol Water, Sanotation and the Mentl Health and Psycho-Social Management (MHPSM) team is on alert status for possible deployment.

LEGAZPI CITY – It’s about caring and healing through a mission.
The Municipal Government of Camalig launched a medical mission and humanitarian activities at Barangay Panoypoy in Camalig town, Albay last October 1.
A total of 232 residents benefited from the free medical consultations, while at least 76 were given free dental services in the three villages of Panoypoy, Del Rosario and Magogonall in Camalig town, Albay.
The said medical mission was participated in by the Municipal Health Office of Camalig, headed by Dra. Ma. Crispa Florence MD and Dr. Saniel Surabos MD; Rural Health Unit/Barangay Healthyworkers headed by Ms Brenda Moratalla; volunteer nurses from Aquinas university, headed by Ms. Molly Sarmento and; the 901st Infantry Brigade, PA headed by Major Inocencio Santos.
The activity was part of the Barangay empowerment being undertaken by the ACCORD team in facilitating the delivery of basic social services in the communities.

Dubbed “Peace and Security, our Shared Responsibility”, the Legazpi CHO conducted medical services, which include medical check-up, consultation, tooth extractions, circumcision, feeding and ophthalmology for eye check up.
The activity was also supported by the Armed Foprces of the Philippines (AFP) Concerns on Community Organizing for Development (ACCORD) team of the 901st Infantry Brigade, Philippine Army in collaboration with the Adventist Community Service of Legazpi City; Junior Chamber International Daraga and the provincial government of Legazpi City.
A kick-off activity was held with invited lecturers from Joint Task Force, Magayon of AFP, 21st Civil relation Unit of the AFP and the Philippine Drugs Enforcement Agency (PDEA 5).

Medical mission benefits hundreds in Legazpi City

LEGAZPI CITY – Dozens of families had been given free medical check-ups and dental services here as the City Health Office of Legazpi extended its aid through humanitarian services last September 30.
The whole-day medical mission was successfully conducted at Barangay Bitano, this city where most of the residents had received free medical consultations and medicines.

To improve the system on eliminating the long lines of passport applicants in far-flung places and island provinces, the Department of Foreign Affairs (DFA) brought its Mobile Passport Services in Masbate last September 17-18, 2009.
In coordination with the Masbate Provincial Government, the DFA team heeded its request, making it more convenient to the applying public.
Jose Jacob, officer in charge of the DFA V, said that with the implementation of the Machine-readable Passports and Visas Project (MRP/V), this will ensure the efficient and timely delivery of the Philippine travel documents.
It aims to fully automate the processing and issuance of Philippine passports and visas in accordance with international standards.
The DFA will also start with the production of machine-processed passports.
This will be operationalized within 30-45 days, and is expected to shorten passport application queues, speed up processing, and significantly increase the passport production rate from 3,500 to 10,000 passports a day, thus reducing processing backlog.

Information drive proves to be powerful preventive measure strategy.
The Department of Health (DOH) V has intensified its dengue awareness campaign in the six provinces of Bicol to curtail the dengue problem in the region.
According to Jaime Guerrero, public information officer of the DOH V, they have been conducting Anti-Dengue campaigns to beat dengue fever in Camarines Sur (most especially), which has recorded one fatality in the first period of 2009.
The fight against the illnesses brought by a bite of a mosquito-carrying dengue has been successful through the aid of the Departments of Education and Interior and Local Governments and the Liga ng mga Barangay sa Pilipinas as partner agencies of the DOH.
With their assistance, they have launched the Dengue Brigade wherein the DepEd conducted clean-up drives in schools before the opening of classes.
Some barangay health workers educated the residents and promoted awareness in the community on cleaning their surroundings to prevent dengue, which was part of their campaign, said Guerrero.
Instruments and other educational materials such as flip-charts/ posters and audiovisual presentations were also provided to the teachers, which will be used by the DepEd in their health education classes, added Guerrero.
Another program of the DOH is the 4 ‘o clock habit, which reminds every household of their duties to clean their homes and maintain clear water containers every 4 in the afternoon.

Dengue cases in Bicol lower this year

There has been a significant drop in the number of dengue cases in the first period of 2009, records of the Department of Health in Bicol showed.
The number of dengue cases recorded in the first six months of this year had decreased by 32 percent compared to the number of cases in the same period last year.
Data showed that from January to July of 2009, there have been 208 dengue victims in the six provinces of Bicol, while 306 cases, which included six fatalities, had been recorded in the same (first six) months of 2008.
Camarines Sur has the highest number of cases with 185, including one fatality; Albay, 13; Sorsogon, 8 and; Masbate, two. Provinces of Camarines Norte and Catanduanes have been so far no reported case of dengue.
Despite the decline of dengue victims in the region, the city health of Naga has raised an alert for dengue fever after recording one death in the city. However, this should not alarm other provinces for there is no dengue outbreak yet, said the DOH V.
Jaime Guerrero, public information officer of the DOH V, said that the drop in the number of dengue cases in Bicol was due to the massive awareness campaign of the local authorities against dengue fever especially in most vulnerable areas in the region.
Dengue is transmitted by the bite of an Aedes mosquito infected with any one of the four dengue viruses. It occurs in tropical and sub-tropical areas of the world. Symptoms appear 3—14 days after the infective bite. Dengue fever is a febrile illness that affects infants, young children and adults.

In its mission to make all government offices and buildings smoke-free, The City Government of Legazpi held a “Towards a 100% Smoke-Free Environment” forum last September 23.
The event is in observance of the International Day of Ozone Layer of the Environment Management Bureau and the Civil Service Month Celebration of the Civil Service Commission and their memo-circulars.
Government employees and personnel attended a foot parade en route from Bicol University Grounds to Albay Peñaranda Park from 6 am to 9 am.
The total participants were 312 plus 162 others from Team AFP, the media, church groups and the smoke-free committee.
In charge of the parade was the PNP with the help of the PSO and the city engineering office in the rerouting and traffic.
The forum, meanwhile, was taken charge by the smoke-free committee and Architect Ray Costa-CEO.

Marina celebrates Maritime Week

The Maritime Industry Authority (Marina) will be having its annual Maritime Week Celebration with the theme “Partnership in Addressing Maritime Challenges towards National Development” this Sept. 21-27.
The week-long event will see a motorcade on September 25 at the Legazpi Port, Legazpi city and a coastal clean-up at the port on September 26.

LEGAZPI CITY – A high-ranking New People’s Army (NPA) official was wounded after her convoy was ambushed by the members of the communist rebels in Guinobatan town, Wednesday morning, said a military spokesperson.
Iglecero Pernia alias “Ka Choy”, together with his police convoy was plying the Maharlika highway at Barangay (village) Lower Binogsacan, Guinobatan, Albay when undetermined number of communist rebels attacked their patrol jeep and attempted to rescue him from the police., said Captain Razaleigh Bansawan, spokesperson of the 901st Infantry Battalion, in a text message.
Bansawan added that Ka Choy on board the 501st patrol jeep was on the way to attend a court trial in Ligao City when the incident happened at around 10:00 a.m.
However, three jail guards on board in another vehicle from Ligao City, after attending the court hearing was also ambushed by the rebels, leaving PO1 Rommel M. Aringo wounded, said Bansawan.
Ka Choy, on the other hand, was safely brought back to Albay provincial jail, while Aringo is now being treated at the Aquinas University hospital here.

MANILA, Philippines—Yellow ribbons tied around fences of schools and other government buildings in Albay expressed the Albayanos’ sympathy with the family of former President Corazon Aguino on her burial, as they preferred to stay in their homes watching live coverage on television of her funeral procession and burial.
Monsignor Ramon Tronqued, vicar general of the Diocese of Legazpi, said 47 Albay parishes offered memorial Masses Wednesday afternoon for the repose of Aquino's soul.
“We will toll our church bells three times while she's being buried just like what our common practices during burial Masses. This would be our tribute to the late Cory Aquino,” Tronqued said in Filipino earlier during the day.
A plain black cloth had been hanging in front of the Albay provincial capitol to show that the Albayanos were also in grief over Ms Aquino's death.
Students of the Bicol University had a simple activity honoring the former President. Donned in yellow shirts, some students let loose 24 balloons with a printed message: “Maraming Salamat, Tita Cory, at Paalam,” at the BU grounds.
They also held a short prayer vigil “to pray for her soul and reminisce her contributions in our country,” said Tarrah Diandra Bulawan, BU college student council president.
For 76-year-old Lilia Barce of Daraga town, who became one of Ms Aquino's avid supporters during her presidency, the death of the former President marked the binding together of the Filipinos as one. “We should live by her example.”
A short power interruption in Daraga town annoyed some viewers as they were at the middle of watching the funeral procession on television.
Even jeepney and tricycle drivers here observed Aquino's funeral by tying yellow ribbons to their vehicles.
In San Pedro, Laguna, just when Lea Salonga sang “Bayan Ko,” Arjay Salgado from Calamba City sent text messages to his friends, saying “Kinanta pa yun. Sabog na lalo luha!”
He said he himself held his tears back, feeling a sense of patriotism, as he watched Aquino's burial on television.
In a neighborhood, someone in the street shouted “Mabuhay si Cory!” just as the song was being sung.
Since early Wednesday, store owner Marissa Bantug, 51, monitored the live coverage on television of the national event. She , said she was saddened when she heard in a report that singer Charice Pempengco was not allowed to enter the church and witness the Mass.
In the University of the Philippines Los Baños, yellow ribbons were tied around palm trees surrounding the Oblation statue since Tuesday.
UPLB Vice Chancellor Bert Rañola said the yellow ribbons were not planned during their meetings, so these were likely "individual initiatives.”
At about 1:30 p.m., from Nichols to Bicutan and Sucat, people in yellow shirts or with ribbons were lining up the streets, rendering the SLEx narrower for vehicles as they waited for Aquino's cortege.
People, young and old, crowded the Sucat tollgate exit to catch a glimpse of 10-wheeler truck bearing the casket of the former President.
Fe Fernandez, a housewife in Lucena City, wept in front of a television showing the live broadcast of the funeral for her failure to join the funeral march for her “heroine.”
“I joined the thousands of Filipinos during the funeral of Ninoy. I was then a house help in Manila. I planned to also join the funeral march for Cory but I was not allowed by my family due to my hypertension,” she said.
A lighted candle was sighted in the family altar. “We will pray after the funeral,” she said.

LEGAZPI CITY – Loose streets adorned with yellow ribbons around fences of schools and other government edifices here sympathize Tita Cory’s last day on earth, as Albayanos prefer to stay in their homes watching live coverage on television of her funeral procession and burial today.
Monsignor Ramon Tronqued, Vicar general of the Diocese of Legazpi said that 47 Albay parishes will offer memorial mass this afternoon to pray for Tita Cory’s soul as she bid farewell to the Filipinos.

Albay youth calls to register, vote in 2010 elections
LEGAZPI CITY – “In a land called the Philippines, amidst one great battle for freedom against colonizers, a wise man who used ink to spark revolution said the ‘youth is the hope of the fatherland’.”
This excerpt from a tale told by one of its members has tapped social awareness to some proactive young people and dared to form a movement, calling the Bicol youth to register and vote in the 2010 elections.
Not known by many, a group of goal-oriented young people in Bicol has been playing with words and has finally formed the YouthInk Movement (YM) that could spell a significant CHANGE for this country, according to them.
Jonathan Jaime Guerrero, 20, a BS Biology graduate of Bicol University (BU) and concurrent director of the alliance, along with the student leaders from BU, Aquinas University of Legazpi and Divine Word College of Legazpi has formally launched the YouthInk Movement last Friday (July 24).
Their objectives: Reaching as many youth as possible and encouraging them to register and vote based on concerns and issues, not on personalities.
“We chose July 24 for its launching because this is a hundred days before the last day of registration on October,” Guerrero explained.
Youth as “thinking vote”
Geared towards youth empowerment, the YouthInk Movement is a non-partisan youth-led group, calling for clean and honest elections, while raising a significant number from the first-time voters, particularly the youth this 2010 elections.
It also aims to scrutinize candidate for local and national positions.
“The YM is a localized version of the Youth Vote Philippines Movement. Although, it is not a regional chapter of the YVote, our movement encourages the youth and more importantly first-time voters to register and ultimately vote in theupcoming elections,” said Guerrero, who was one of the awardees of the 2009 Regional Ten Outstanding Students of the Philippines.
Out of jumbled words: You, Youth Think and Ink, the movement’s banner name was formed last May summer by four restless young individuals who were just playing characters inside a room yet ended up with a powerful YouthInk (combined word), which calls a move from the youth sector.
“At first, I came up with the name Bagong BUwan, but I realized lately that its scope is limited only within BU students,” Guerrero recalled.
The YM sprang from the idea of youth ink which is a symbolism of an indelible ink of the youth’s right to suffrage, while believing that the youth is a thinking vote – an intelligent bloc which could spell change.
Hence, “it is proper that you think before you vote,” he stressed.
Volunteers’ initiatives, caravans
Armed with their convictions to make a change in past electoral frauds, Guerrero, Jommel Grutas, Raymond Ordan and Edward Arellano, senior students from different college departments in BU, initiated the movement through their school-based and community-based campaigns.
The YM movement is partnered by internal college-based organizations, including the BU University Student Council; National Service and Training Programs (BU NSTP); four BU colleges: College of Business, Economics and Management; College of Nursing; College of Social Sciences and Philosophy; Bicol Organization of Neo-Journalists; supreme student councils of Aquinas University of Legazpi and Dive Word College of Legazpi.
Their objectives have been carried out through various ways such as for a, voters’ education workshops, live concerts and caravans to reach the youth in the rural communities in the region as well.
“We are still looking for more members who would serve as facilitators in the training workshops to encourage more students to register,” Guerrero said in Filipino.
He added that they have also information dissemination drive being conducted to far-flung villages, which is part of their activities for the formal establishment of the movement in the locality.
From being a local alliance, the YM is now on its regional level with affiliates from Ateneo de Naga University in Camarines Sur and working on in other colleges and universities around six provinces of Bicol.
On their first caravans, they conducted voters’ education forum last June 28 in local parish youth councils in Irosin, Magallanes and Casiguran in Sorsogon province. More facilititators’ training to those who want to devote their leisure time in community services were held in Ligao and Oas, Albay last July 19.
“We are increasing our members by establishing our chapters in the community,” Guerrero further said.
While the group has been making moves to call for more members and build one powerful youth alliance, it has also extended their partnership with external organizations. These include the National Youth Parliament (7th batch), Japan East Asia Network of Exchange for Students and Youth (JENESYS), Oikos (environmental organization), Ayala Young Leaders, Sirang (Bicol winners of 10 outstanding students in the Philippines), Brotherhood of Destiny (BROOD) and, the Kabataan Party List.
“All of these emanate from our concrete vision of a clean and honest election and a more in depth immersion of the youth into civic and government affairs in this country,” remarked Guerrero.
Resolute, unyielding voice
The move places a key part in raising awareness of the electorate, particularly the youth to towards a responsible democratic and sustain participants in electoral and governance processes, said NSTP Director Rowena Zoilo.
With more than 3,000 students enrolled in the NSTP program this semester, Zoilo added: “I will be requesting all the colleges in BU to have voters’ education as one of the activities in field immersions.”
“We believe in the competence of the youth on making positive changes in our government and the YM will serve as our partner in the implementation of the voters’ education,” she told the Inquirer.
As a resolute voice, Junne Garcia, internal vice president of the BU-USC said that young people has been patronized largely by multisectoral groups in the country, which could be an instrument to educate first-time and regular voters.
“Like Santino of May Bukas Pa and Goin’ Bulilit, the youth is being heard and watched by many to make great changes in the country,” Garcia added in Filipino.
“With that, there is something more they could still do”, the 20-year-old Iden Rojero of the DWCL College Executive Board urged that students’ responsibilities are not just bound within their comfort zones. “It is not just for us, for our family, but this is for the society, for the nation as a whole,” she remarked.
According to the Youth Vote Philippines (YVP), 54 percent or 34 million of the voting population in the 2010 falls under the youth sector and only 20 percent of the potential youth vote had registered, said Ma. Acela Katrina Padua, a representative of the YVP said.
As she conducted facilitators’ training at Bicol University, Padua believes the youth vote is such an influence that could set the tone and agenda for the 2010. “We must register now and not wait until October 31 because the biometrics can only accommodate 200 persons per day.
Juana Change videos
In workshops, Padua uses Juana Change videos, which are based on political scandals shaking the country, hoping to awaken Filipinos from apathy.
Juana Change, portrayed by Mae Paner, is a character who became famous because of her political mockery uploaded in YouTube. Some of her roles include a coy Sto. Niño, a government fixer, a ridiculous jail warden and a domestic helper.
Materials of the YVP are copyleft modules. “Copyleft because it is the reverse of the copyright law which is preventing (the public) to use the very same material without the permission of the producer and claim it as your own,” Padua explained.
“’Copyleft’ because at the end of the day, our voice is not to recognized ourselves but to recognize every Filipino youth,” she added. “We want everyone to copy our material so that one could share it to others and what he has shared to others would give the same effect,” the young volunteer stressed
Satellite Registration
COMELEC Regional Director Zacarias C. Zaragoza Jr. said the satellite registration is a “pilot” or mobilized form of registration.
He said that the COMELEC has a resolution wherein the election officers are allowed to set up satellite stations in “populated places.” An election officer determines where (satellite registration) to set up so the COMELEC could provide convenience to those applicants who would like to register and vote,’’
However, the 17-year-old Mary Grace Imperial, a sophomore student of the DWCL and the members coordinator of the alliance said they were disappointed when the Comelec Legazpi pulled out the mobile registrations in colleges and universities after it was found defective.
“Computers are very delicate tools. What if our computer breaks down because it was not handled well?” said the regional director.
“It happened in our Legazpi City machine (biometrics) and we have repaired it for two days,” said Zaragoza, noting the residents of the city could not register at that time. LEGAZPI CITY – Armed with bell pepper-shaped placards, thousands of sizzling protesters marched along key cities in Bicol, condemning Charter Change, few hours before President Macapagal-Arroyo deliver her State of the Nation Address this afternoon.
More than 20, 000 rallyers from six provinces of Bicol converged in front of their city halls to express opposition on the eyed plan of extending Arroyo’s term, airing present administration flaws within the nine-year of her term, according to Tessa Lopez, public information officer of BAYAN-Bikol.
“Many of us have brought bell pepper shaped (sili) placards as a symbol of the spicy protest here in the region. This is the Bicolano people’s way of adding their voice to the nationwide clamor against Cha-cha and to put an end to the US-Macapagal-Arroyo regime,” Lopez said in a statement.
As of press time, Lopez said in a text message that there are 12,000 militants who rallied in Masbate; 4,000 in Sorsogon; 1500 in Albay; 300 in Camarines Sur and 200 in Catanduanes. But she mentioned that the militant organizations in Camarines Norte will just be starting this afternoon.
“Here in Legazpi City , we also have an effigy of Gloria-Macapagal-Arroyo, on top of Malacanang trying to stay forever, with the hat of Uncle Sam on one hand and House Resolution 1109 on the other. These show the continuing servility of this administration to US interests as well as its hell bent desire to remain in power,” added Lopez.
Inspector Ayn Natuel, Bicol regional police spokesperson told the Inquirer that Bicol police are now on full alert if any untoward incidents happen.
“Around 300 region V personnel are ready to be deployed to Metro Manila if there are augmentations,” Natuel added.
On the other hand, Lopez said that whatever its plans and tricks are, they will do everything to stop to stop it.
“The key to stopping the regime in selling our patrimony and staying in power is for all of us to be ever vigilant and to fill the streets whenever necessary,” ended Lopez.

Mayon activity baffles scientists

LEGAZPI CITY, Philippines -- Mayon Volcano is not showing signs of increased or decreased activity, baffling scientists who have warned last week that an eruption was forthcoming.
"The dilemma right now is that Mayon is not showing any sign of significant information, if it is going up or down. It has maintained its behavior during the past week," volcanologist Eduardo Laguerta said on Sunday.
Volcanologists maintained alert level 2 on Mayon Volcano as of Sunday, Laguerta said, meaning there was "moderate unrest," and that ash explosions were possible.
However, Laguerta said that at any time, smaller explosions -- which some volcanologists call "throat clearing" -- could lead to a big explosion.
The Philippine Institute of Volcanology and Seismology (Phivolcs) has monitored up to 14 earthquakes around Mayon per day, Laguerta said, adding the tremors were "common" for an "abnormal" volcano like Mayon.
"There was no new intrusion of molten materials or magma to the surface," he added.
The military-led Task Force Mayon continued its information drive on Mayon among residents. Rescue personnel had been making an inventory of residents who live within the six-kilometer radius of the volcano, which is a permanent danger zone.
Fifteen M-35 trucks, which can load 30 persons each, were placed on standby at Camp Simeon Ola here, said Captain Razaleigh G. Bansawan, spokesperson of the 901st Infantry Battalion.
Army troops inspected the lava front in Mabinit village on Saturday, Bansawan said.
The military and the police have been conducting checkpoints in 12 villages in key cities and towns in Albay province surrounding the six-km danger zone, the spokesman said.
These include the villages of Budiao, Bañadero, Salvacion and Matnog in Daraga town; Quirangay in Camalig town; Mabinit in Legazpi City; San Andres in Sto. Domingo town; Mayon Skyline Park in Tabaco City; and upland villages of Guinobatan and Polangui towns and Ligao City.
"We are also expecting five military vehicles from the Philippine Navy and the Philippine Air Force in case we need to make urgent rescue operations," said Bansawan.

Kid, mother held hostage in Cam Norte

LEGAZPI CITY – The family day for picnic turned grey when a three-year-old child and her mother were held captive by identified kidnappers in Daet town, Camarines Norte on Friday noon, a police official reported Saturday.
Renato Umali, 39 and his wife Michelle, 23 with their three-year-old daughter Chacha, were having a picnic at Bagasbas beach, Barangay (village) Bagasbas in Daet town, when the suspects arrived on board a red Mitsubishi Adventurer SUV at around 1:05 p.m., said Inspector Ayn Natuel, Bicol regional police spokesperson.
However, the suspect Diego Saad, a driver and bodyguard of a city administrator in Antipolo City suddenly fired a shot at Renato, prompting Gill Caymey, his driver to return fire at the suspects, said Natuel.
Saad, upon his slay-attempt to Renato Umali seized his daughter instead and pointed his gun to the child.
Natuel added that when Chacha was grabbed by the suspect, the mother Michelle ran near her daughter to save her from the kidnappers, however, two companions of the suspect held them hostage.
Suspects at a gunpoint dragged them inside the vehicle then sped-off to unknown directions.
A flash alarm was already made by Daet police and they are now conducting pursuit operation, said Natuel.
Meanwhile, Renato Umali is a businessman, residing at Barangay Malasugui, Labo, Camarines Norte while Diego Saas is native of Nueva Ecija.
Cases for Attempted Murder and Kidnapping/Serious Illegal Detention are now being readied for filing in court against the suspect and his two cohorts.

LEGAZPI CITY -- A leader of a militant transport organization gearing for strikes in key cities of the country was shot and injured at 4:20 a.m. Monday by two motorcycle-riding men in front of a gas station in Daraga, Albay.
Police said Joel Ascutia, an official of the militant transport group Condor-Piston, was driving his jeepney on Rizal Street and passing by the Petron gas station in Daraga, when two men riding in tandem on a motorcycle fired shots at him.
Ascutia sustained gunshot wounds in the body and was brought to the Bicol Regional Training and Teaching Hospital for treatment.
The gunmen fled towards Legazpi City after the shooting.
Five empty shells of 9mm bullets were recovered from the crime scene.
Ascutia's Condor and other transport groups affiliated with Piston (Pinag-isang Samahan ng mga Drayber at Transport Operator Nationwide, United Organization of Drivers and Transport Operators Nationwide) were mobilizing for a transport strike on Monday, when he was shot.
Police have not released any statement other than to say that they are investigating the attack

Peasant shot dead by cop

LEGAZPI CITY – A peasant was shot dead after his three stab-attempts to a policeman in Mandaon town, Masbate on Saturday afternoon, a police official reported Monday.
The victim was only identified as a certain Levi of Sitio Batuan,Barangay Payao in Mandaon town, Masbate, who was then riding his motorcycle when the incident happened at around 2:30 p.m., said Chief Inspector Ayn Natuel, Bicol regional police spokesperson.
Natuel said that according to SPO4 Job Francisco, who killed Levi, he was on board his motorcycle, running at a moderate speed when the victim blocked his way and forced him to stop.

LEGAZPI CITY – An explosive device, wrapped in a small box was recovered by the Legazpi City police inside the Albay Provincial Capitol, early Sunday morning, a police official said.
Chief Inspector Ayn Natuel said a hand grenade was left in capitol building by still unknown person and was found at around 6:10 a.m. by a casual employee of the Albay government.
The 5th Explosive _______ Device (EOD) team identified the grenade as M 30 U.S. Practice Hand Grenade which is used for training purposes only, said Natuel.
Initial investigation showed that Joan Besmonte, 23 of Purok 5, Barangay Maoyod, Legazpi City, a casual employee of the Albay Provincial government was then cleaning inside the edifice when she noticed a small box left in a corner.
Driven by curiosity, Besmonte prompted to open the box that contained a hand grenade.

Chief Inspector Ayn Natuel, Bicol regional police spokesperson, said suspect Aldrin Luchavez, of the village of Maroroy, Daraga, gained entry through the window of the bank on J. P. Rizal Street here and took away several items, including computer parts, at about 4 a.m.

FOR ONE murder convict, escape was as casual as jogging out of jail.
A former vice mayor of Masbate City bolted the provincial jail where he was serving quadruple life terms for killing former Masbate Representative Moises Espinosa Sr. in 1989 by simply extending his morning exercise routine outside the facility, and jogging to a friend’s house.
Florencio “Jun” Fernandez shared his flight plan to reporters at Camp Crame in Quezon City yesterday, a day after he surrendered to former Masbate Governor Rainier Butalid, who, in turn, informed Camp Crame officials. The convict cited threats to his life.
“They allow me every 4:30 a.m. to go outside the gate, then I jog near the justice hall (adjacent building). I just continued until I reached the street, and then I jogged until I reached my friend’s house,” Fernandez said in a press conference at the Philippine National Police (PNP) headquarters Wednesday.
Fernandez fled from prison at around 4:34 a.m. on June 22 and moved around the houses of five friends in Masbate City while trying to evade a regionwide hunt by police and jail officials.
Police requested Air Force helicopters to bring the fugitive from the Masbate airport, where Espinosa was killed 10 years ago. He took a Cebu Pacific flight to Manila.
“This is a celebrated case … and if I remember right, the [Espinosa] ambush was also in the Masbate airport itself and we also know of incidents happening in Masbate specially the involvement of [communist insurgents],” said PNP Director General Jesus Verzosa.
Fernandez told reporters that he escaped because the Espinosa family wanted to get back at him. The killing happened amid bitter rivalry among the Espinosa and Fernandez political families in the province.
“All I know is they want me dead as retribution for what happened to their relative,” Fernandez said.
Mario Espinosa, former presidential assistant for Bicol affairs and son of the slain Espinosa, expressed surprise over the VIP treatment given to Fernandez.

Jack Cuenca, 47 of Barangay (village) San Isidro, Libmanan was killed at around 6:45 a.m., said Chief Inspector Ayn Natuel, Bicol regional police spokesperson.
Initial investigation showed the victim was on board a Sym motorcycle, bearing the plate number 5186 EI, while two motorcycle-riding men waylaid and shot Cuenca.
Natuel said the assailants used .45 cal pistol to shot the victim, who sustained a gun shot wound at the back of his head and another shot on his body.

According to the report, the elements of the SOT, led by Sergeant Larry D. Tandoc were having discussions and small chats with the local residents of Barangay Mariawa, Legazpi City when the harassment happened.
However, “a power interruption ensued in the middle of their conversation, expecting that the electricity would be restored on Friday morning”, said Chief Inspector Ayn Natuel, Bicol regional police spokesperson.
Natuel said the local folks returned to their homes after the blackout, while the government team had also moved out.
Gun fires were heard at around 9 p.m., just after the power came back few minutes later, seeing Private First Class Vargas wounded and was hit on his head, police report showed.
The firefight between the military and the communist guerillas lasted for about five minutes.
On the other hand, the suspected NPA rebels carrying M16 and M14 rifles fled towards unknown direction.

LEGAZPI CITY – The Bicol regional police has intensified their search operations and police manhunt after the escape of the former Masbate vice mayor, who has been convicted of killing a Masbate representative, a police official said Thursday.
Florencio Jun Fernandez, 56, bolted the prison cell at around 4:45 p.m. at the provincial jail of Masbate on Monday, said Chief Inspector Ayn Natuel, Bicol regional police spokesperson.
In a statement, Chief Superintendent Paterno Bangui has ordered the conduct of intensified police manhunt operations against Fernandez, who has been serving a life sentence term at Masbate Provincial Jail for the murder of the late Congressman Moises Espinosa Sr. last March 1989.
Initial investigation showed that the prisoner was about to be transferred at the National Bilibid Prison in Muntinlupa City, when he escaped that afternoon, evading seven jail guards.

Armed men raid Gov. Salceda’s mansion

DARAGA, Albay – At least five unidentified armed burglars barged into the Governor’s Mansion of the President’s Economic Adviser Joey Salceda, in Daraga town, Albay, before dawn Monday, a police official said.
Superintendent Antonio J. Freyra, Daraga police chief said the caretakers of the mansion were in a deep sleep when the thieves forcibly entered at the back doors of Salceda’s home in Barangay (village) Peñafrancia in Daraga town at around 1:45 a.m.
However, Governor Salceda was in abroad during the robbery incident.
According to Freyra, Richard Mapa, 17, a houseboy of Salceda was tied in a post by the suspects, who wear masks to cover their identities, carting away their personal belongings, two Nokia cellphones (N70 and 1600) and P4,600.
On the other hand, the two house maids – Elmer Samper, 29 and his wife Jonalyn, 20 of Barangay (village) Gabon, Polangui, Albay were also inside the house when the harassment happened, said Freyra.
Freyra added that the suspects carried a 357 caliber pistol when they were confiscating those personal belongings and cash.
According to the witnesses, dogs were making noises at the front gate while door screens were being destroyed by the thieves, he added.
“The rain had just stopped during the crime scene so some suspects fled on foot, but found a single slipper on the grassy areas that belongs to one of them,” Freyra said.
Initial investigation disclosed that footprints on muddy grounds were traced by the police operatives
“We cannot deny that anybody can be a victim of crime,” he told local reporters.

Journalist slain in Masbate

LEGAZPI CITY -- Amid celebration of the 112th Philippine Independence day, a writer of a local newspaper was gunned down in Uson town, Masbate on Friday morning, a police spokesperson reported Saturday.
Antonio Castillo, 45, a correspondent of Bigwas tabloid was shot dead at around 9:00 am, while on his way home, driving his Honda motorcycle along the highway of Purok 1 in Marcella village, Uson town, Masbate, Chief Inspector Ayn Natuel, Bicol regional police spokesperson said.
Natuel added that the slain journalist was ambushed by two gunmen, who were riding in a Honda motorcycle with no plate number.
Initial investigation showed that the assailants, using unknown pistol suddenly fired shots at the victim, who were few meters behind his back.
On the other hand, the victim sustained gunshots on the lower portion of his back.
The witnesses immediately brought the victim to Masbate Provincial Hospital, however at around 12:00 p.m. Castillo died while being treated by the physician.
Uson Police is still investigating whether the killing of the journalist was politically-motivated.

3 teeners dead, 4 injured in Cam. Sur road crash
LEGAZPI CITY -- At least three persons were killed, while 4 others injured when two vehicles collided in Ocampo town, Camarines Sur on late Sunday afternoon, a police official said.
SPO3 Fernando Arejola said that a blue Kawasaki tricycle ( 8628 EE) driven by Allan Bravante, 17, carrying six passengers crashed with a JC Liner bus along Governor Fuentebella highway in Barangay Moriones, Ocampo, Camarines Sur at around 5:30 p.m.
The fatalities who instantly died were Marvin Aguilar, Eugene Vega and Allan Bravante, all 17, of Barangay (village) Himao, Pili Camarines Sur, Arejola said.
Initial investigation showed that the bus in a fast speed, heading towards Naga City was unable to control its brakes when a tricycle suddenly appeared on an opposite direction, overtaking a loaded truck.
Arejola added that the victims were on its way to Sagnay town in Camarines Sur when the head-on collision between the two vehicles happened.
The passengers who got injured were Analuna Albao, 17 of San Francisco, Canaman; Monica Ochales of Libmanan, Mark John Galon and Mark Joseph Pas, both residents of Barangay Himao, Ocampo, Camarines Sur.

Disaster mitigation, rescue operation equipment released in Bicol
LEGAZPI CITY – Some local disaster coordinating councils and selected disaster-prone cities in Bicol region have acquired worth P2.5 million new equipment for rescue operations from the National Disaster Coordinating Council (NDCC), in preparation for calamities this year.
Legazpi City Mayor Noel Rosal said at a press conference that the six provinces of Bicol, including four cities of Legazpi, Tabaco, Iriga and Naga will be receiving a complete land to sea equipments in case of flooding and other catastrophes that would hit the region.
According to Rosal, Legazpi city has seven trainees for disaster management and another seven members for quick response team that would help mitigate casualties during typhoons and untoward incidents.
He said that the distributed equipments were procured abroad and in Manila, adding: “We’ll still have its second phase of the release of equipments.”
Distributed equipments were seven binoculars, 1 set portable power tools, rescue first aid kit, two units of life preserver vest and a set of medical evacuation equipment.

Moncho Vodnicharov, 53 of Bulgaria, Europe suffered from cadiac arrest that led to his instantaneous death at around 12:20 p.m. in Barangay (village) Gota in the town of Caramoan, Partido, said Chief Inspector Ayn Natuel, Bicol regional police spokesperson.
According to Natuel, the challenger passed away after performing an activity as part of the contest during the filming of the international reality series in Gota Beach resort.

LEGAZPI CITY – Masbate Representative Rizalina “Dayan” Seachon-Lanete has survived after her house was attacked by still unidentified suspects on Tuesday morning, reports reaching Gen. Camp Simeon A. Ola said on Wednesday.
According to the reports, Lanete and her caretaker were inside the rented house in Boulevard, Barangay (village) Ibingay in Masbate City when the assailants, riding in tandem on a white Honda 200R motorcycle sprayed bullets at around 2:30 a.m.
Initial investigation showed that the suspects fired Lanete’s house several times, hitting the concrete fence, front main gate, and the left wheel of Black Toyota Prado parked at the garage.
The suspects escaped after the shooting incident, however, no one was hurt in her household.
Recovered from the scene were eight empty shells for caliber .45 pistol.

John Rey Peña of Purok-4, Barangay (village) Bariw, Malinao town in Albay was seen floating by a certain Romulo Berlon at around 6 a.m. in Moran Estate Subdivision in Matagbac village, Tabaco city said Chief Inspector Ayn Natuel, Bicol regional police spokesperson.

Rebels seize gun from DPWH district engineer
Communist guerillas raided the office of the Department of Public Works and Highways in Sorsogon province, taking away a handgun of the district engineer on Monday morning, reports reaching Camp Gen. Simeon A. Ola said.
According to the reports, around 30 members of the New People’s Army (NPA) barged the District Engineer ‘s office of the DPWH at around 10:30 a.m. in Barangay (village) Bacacay in Gubat town and fled after seizing a 9 mm. pistol from Engr. Edgar Curativo.
Greg Bañares, spokesperson of the CPP-NPA-NDF Bicol said over Bombo Radio Legazpi that the NPA rebels claimed responsibility of the harassment due to misconduct of Curativo inside the office.
Curativo’s gun was confiscated and no one was hurt during the raid, Bañares claimed.
The communist rebels left the area after 15 minutes and withdrew towards the direction of Bacon District, Sorsogon.
Chief Superintendent Paterno Bangui, Bicol regional police director said the NPA’s demanded to stop the on-going construction of all the government projects within the 2nd district of Sorsogon, which is contrary to the statement of the enemies’ side.

LEGAZPI CITY, Philippines—Around 50 suspected New People's Army rebels raided a detachment of the Citizen's Armed Forces Geographical Unit or CAFGU in the village of Lubigan, Sipocot town in Camarines Sur, at around 2 a.m. Tuesday, reports reaching Camp Gen. Simeon A. Ola here Wednesday morning, showed.
A two-hour firefight ensued between government troopers and the rebels, said Lieutenant Colonel Neneveigh L. Alcovindas, spokesman of the 9th Infantry Division.
Reinforcing government troops, however, were hampered by a landmine blast in the subvillage of Mactan, in Lubigan.
Investigation showed extensive damage during the CAFGU detachment attack that involved the burning of 17 bunkers, one Kenwood Radio equipment, a Geo-Positioning System (GPS) and nine units of M-14 rifles.
In a statement, the Army condemned the use of landmine in the attack in Sipocot as "a gross manifestation of the NPA's wanton disrespect of International Humanitarian Law."
He added that in the hot pursuit operations against the rebels who fled to Cawayan village in Libmanan town, Camarines Sur, a five-minute encounter ensued at around 11 a.m.
Killed in the clash were six rebels while a soldier identified as Private First Class Melchor B. Escano was wounded, said Alcovindas.
He did not immediately identify the slain rebels.
Recovered were an M16 rifle and a US carbine.
Hours after the attack on the CAFGU detachment, human rights group Karapatan reported the abduction of five civilians allegedly by Army troops operating in the Libmanan-Sipocot area.
John Concepcion, Karapatan spokesperson, identified the civilians as Michael Mayores, Ryan Andes, Alfredo Lopez, Henry Lopez and Emil Luzon—all members of the Camarines Sur People's Organization.
He said the five were taken from Calabnigan village in Libmanan town and from the neighboring Lubigan village in Sipocot town at around 11 a.m. Tuesday.
Concepcion appealed to Army officials to release the five civilians if they had no legal reason to hold them in detention.

Cafgu site raided by armed men in Cam Sur
LEGAZPI CITY -- The communist guerillas, which earlier had a spate of attacks with the government troops, raided the detachment of the Citizen's Armed Forces Geographical Unit (Cafgu) in the province of Camarines Sur on Tuesday early morning, a report reaching Camp Simeon Ola said.
Believed to be the New People’s Army (NPA) rebels, about 50 armed men broke the barbed wires of the detachment in the village of Lubigan, in Sipocot town, Camarines Sur at around 2:00 a.m.
An encounter ensued between militiamen and insurgents at around 11:20 a.m. of the same day in the town of Libmanan, Camarines Sur in the pursuit operation.
Based on the report, at least five communist rebels were killed after the five-minute firefight.

NPA rebel killed in Albay
LEGAZPI CITY -- A suspected communist rebel was killed after the 30-minute clash between the Army soldiers and a band of New People’s Army guerillas in Albay on Monday noon, an Army official said Tuesday.
Danilo Nuel was found dead by the operating troops of the 2nd Infantry Battalion at around 12:45 p.m. in Barangay (village) Floresta in Jovellar town, Albay, said Captain Major Razaleigh Bansawan, spokesperson of the 901st Infantry Brigade.
Bansawan said the encounter was a result of information reported by residents of Barangay Del Rosario, Jovellar, Albay. “According to them, the terrorists NPA were in the area collecting moneys from the residents.”
The government troopers immediately brought Nuel to Bicol Regional Teaching and Training Hospital (BRTTH) in Legazpi City but later declared dead on arrival.
The Army recovered six short magazines for M-16 with live ammunition, two cellular phones, documents and personal belongings.
Col. Marlou L. Salazar, commander of the 901st Infantry Brigade, said they are encouraging the people to continuously help AFP in its war against insurgency by way of providing information regarding the locations of the communist guerillas in order to have a progress and development in the Bicol region.

Balikatan ends 99.3% Medcap, Encap
US troop head hails AFP engineering skills
LEGAZPI CITY – After the month long RP-US joint Balikatan Exercises here in Bicol, “Filipino soldiers have shown excellent skills in engineering works” especially in designing structures, roads and in basic troubleshooting, said Capt. Kelly J. Schmader, head of the Balikatan’s joint civil, military and dental task force yesterday.
With 99.3 percent completed Engineering Civic Actions Programs (Encap) in the three provinces of Bicol – Masbate, Sorsogon and Albay, Schmader added: “They (AFP) are brilliant planners that their thorough planning allows them to execute (projects) with precision.”
Filipinos as touted for being resourceful was proven when they were able to assist the American soldiers on repairing the laser equipment during the Encap activity in Masbate, said Lt. Col. Neneveigh L. Alcovindas, public relations officer of the Balikatan task force.
“They innovated things and we found wielding very impressive which is something that we don’t know but surely we’ll bring to the US,” Schmader said after being on the experiences with the Philippine counterparts.
The Engineering team has 100 percent complete Encap projects including the 3-km road rehab in Brgy. Malidong in Pio Duran town, Albay; 1- km road repair and two-room school buildings in Brgy. Guruyan, Juban, Sorsogon; and another two classrooms Brgy. Dapdap, Uson, Masbate.
On the other hand, the water systems in the villages of Sawang and Dapdap in Uson town, Masbate are already 98 percent complete and on its final phase that were turned over to the provincial government of Masbate headed by Gov. Elisa T. Kho last Tuesday.
According to Brig. Gen. Tristan M. Kison, head of the joint task force for the Balikatan, at least 17, 314 Bicolanos were benefited by the Medical Civic Actions Programs (Medcap) which conducted last April 17.
In his reports, there were 13,892 beneficiaries of the free medical treatment in Bicol offering primary care, optometry, minor surgery, radiology for diagnosis and circumcision.
The RP-US team had also given dental services with 3,062 people undertaken tooth examination and extraction.
Tristan said veterinary services are also offered that at least 360 animals have been treated including 146 dogs of different breeds in the towns of Guinobatan and Libon, Albay on Monday and Tuesday.
“There are still ongoing Medcap activities in Brgy. Mauraro, Guinobatan and Brgy. Cotmon, Camalig, Albay which are being continued by the Filipino soldiers,” Tristan announced.
Aside from Encap and Medcap activitities, Philippine and US servicemen extended their community aids to the children programs.
At least 4,004 children whose ages 8 to 14 years old flocked to their elementary schools in the remote villages in Masbate and Albay for feeding programs and some gift giving activities.
Tristan cited the beneficiaries received school supplies such as notebooks, pencils and slippers while the team had conducted parlor games for entertainment.
On the other hand, Schmader expressed his deepest gratitude to the eight-year-old girl who handed him a Thank You card before they leave the site.

Edmundo Ibasco, village chief of Barangay May-Ogob was gunned down by still unidentified suspects in an open dance hall at around 10:21 p.m., said Chief Inspector Ayn Natuel, Bicol regional police spokesperson.
Natuel said Ibasco was at a benefit dance while the crowd suddenly heard gun shots.
The victim sustained multiple gunshot wounds on the body while the suspects fled after the incident.
Ibasco was rushed to Ocampo Hospital by his companions but was declared dead on arrival, Natuel added.

Pamplona road crash kills 2, injures 9
LEGAZPI CITY -- At least 2 persons died and nine other passengers injured in two separate vehicular accidents in Pamplona town in Camarines Sur on Thursday, police official reported Saturday.
The victim Ryan Tuagnon, 18 died when the jeepney he was riding collided with a passenger van along Pamplona highway in San Ramon village at around 4:15 p.m., said Chief Inspector Ayn Natuel, Bicol regional police spokesperson.
Initial investigation showed the passenger van driven by Sherwin Caceres, 22 overtook another vehicle in a fast speed that the driver was not able to notice the approaching jeepney with 11 loaded passengers.
Natuel said the wounded victims who were rushed to St. John Hospital in Naga City were: Ricardo Herrera, 36, jeepney driver; Emmanuel Sta. Ana, 20; Elena Pestin, 28; Araceli Butial, 39; Judy Alog, 36; Mary Jane Mayhay, 26; Alma Enciso, 19; Susan Portugal, 42; and Rowena Dayon,39.
On the other hand, Caceres surrendered to the police immediately after the accident.
In another road mishap, an eight-year-old girl died after hit by a motorcycle in San Isidro (village), Pamplona on Thursday morning, police said Saturday.
Angela Padilla was bumped by a Suzuki motorcycle driven by Scipeo Oporto, 28 of Cabusao, Camarines Sur at around 11:15 a.m. along Maharlika Highway, Pamplona said Natuel.
The victim who got severe head injury was rushed to Bicol Medical Center in Naga City by her relatives died while undergoing treatment.
The suspect fled after the accident and later surrendered at Ragay PNP.

Natuel said the wounded victims who were rushed to St. John Hospital in Naga City were: Ricardo Herrera, 36, jeepney driver; Emmanuel Sta. Ana, 20; Elena Pestin, 28; Araceli Butial, 39; Judy Alog, 36; Mary Jane Mayhay, 26; Alma Enciso, 19; Susan Portugal, 42; and Rowena Dayon,39.
On the other hand, Caceres surrendered to the police immediately after the accident.
In another road mishap, an eight-year-old girl died after hit by a motorcycle in San Isidro (village), Pamplona on Thursday morning, police said Saturday.
Angela Padilla was bumped by a Suzuki motorcycle driven by Scipeo Oporto, 28 of Cabusao, Camarines Sur at around 11:15 a.m. along Maharlika Highway, Pamplona said Natuel.
The victim who got severe head injury was rushed to Bicol Medical Center in Naga City by her relatives died while undergoing treatment.
The suspect fled after the accident and later surrendered at Ragay PNP.

2 dead in suicide
LEGAZPI CITY — Two old men were found dead hanging by the neck in their residences in two separate suicide incidents on Easter Sunday in Baras town in Camarines Norte and Naga City, police reported Tuesday.
The victim, Feliz Tresvalles, 56 of Brgy. Bartolinaw, Baras, Cam Norte was already found dead by his grandson, Michaelhanging on the Hagupit tree in their backyard, Chief Inspector Ayn Natuel said.
The incident happened at around 6:00 a.m. when Michael went outside their house and saw his grandfather on a tree and later noticed that the victim was already dead.
Initial police investigation showed that Tresvalles committed suicide due to family problems.
No notes were recovered in the incident.
In San Miguel Street, San Felipe Naga City, Conchado Opena, 65 was found dead by his neighbor, Menandro Calingacion, 32 inside the victim’s receiving room with a nylon rope around his neck hanging on the ceiling on late Sunday evening, Police Insp Marlyn Abah reported.
Calingacion saw a suicide note on top of the table after the incident and was found out that the victim was depressed due to financial and family-related difficulties.
The victim was rushed to Naga City Hospital at around 7:45 p.m. but was declared dead on arrival by the attending physician.

"Talamusak" kills 2, downs 4 others

The victims, 11-year-old Emalyn Lladones and 12-year-old Ismael Lladones , children of a fish vendor were pronounced dead on arrival at the Rosary Virgin Mary Hospital in Camarines Norte, said Police Insp Marlyn Abah.

PTCAO, CIRCA launch Adventure Tour on Climate Change
LEGAZPI CITY – What’s Albay beyond Mayon?
Taking its lead anew on exploring Albay's natural destinations, the Provincial Tourism Cultural Affair Office (PTCAO), in coordination with the Centre for Initiatives and Research on Climate Change Adaptation (CIRCA) spearheaded the first adventure tour beyond the havens of Mayon Volcano.
Dubbed “Albay Adventure Tour on Climate Change 101”, the three-day adventure last April 17-19 in San Miguel, Tabaco City and Cagraray islands, Bacacay has unveiled pristine tourist destinations which are relatively unexploited yet by commercial tourism in Bicol.
"We are trying to explore other tourist destinations aside from Mayon, promote community-based tourism and develop the locally-made products," PTCAO head Jose Briones said.
With participants from different travel tours and agencies, foreigners and Mayon mountaineers, the adventurers trailed the winding road up Mayon Skyline Park in Tabaco City via motorcycles last Friday.
Great heights for zip line, rapelling and wall climbing in Mayon rest house welcomed the tourists with much excitement and thrills.
Albay, as the province known worldwide for Mayon tourist attraction, Briones added: "What else could be seen aside from Mayon Volcano? Our province is very much rich in various kind of tourism and sport activities -- that is why, we are to discover it.
The adventure tour has crossed the captivating islets with fine beaches in Isla Punta, Uson and Sua (villages) in Bacacay that can be the next tourist spots in Albay.
“I didn’t know that there are such a nice place where you can do bicycle here in San Miguel island. I really enjoy and I would like to repeat,” said Lidia Hernandez, a Spaniard tourist who joined the adventure.
According to Dunbar Morales, event coordinator of the tour, that was one of the programs of the government of Albay in order to help the communities establish their own businesses. "We're trying here to advertise those places that may contribute to the locals on generating livelihoods."
"You are bringing the tourists to the makers of the products here, such as banig (mats), cutleries and others souvenirs," he added.
However, the locally-made products “need more improvements especially on merchandising,” said Paul L. So of the Action Holidays Tour Corp.
So suggested that the Karagumoy-made mats should have to be with brands. “Tags like ‘Made in Bacacay, Albay’ so that these products will be known to other places too.”
Climate change awareness
On the other hand, Nong Rangasa, executive director of CIRCA said the event aimed to tap public awareness on climate change while indulging on sports activities at its best with nature.
“We are taking the initiatives on demonstrating climate change mitigation and adaptation for imminent disasters here in Albay,” Rangasa said.
In his presentation on climate change disaster-risk areas, he pointed out the places that could possibly be submerged to floods when the sea level rises up to six meters in the coming years due to global warming.
These include some coastal areas in the six provinces of Bicol – Albay, Camarines Norte, Camarines Sur, Catanduanes, Sorsogon and Masbate.
CIRCA, with the aid of the United Nations is conducting further researches on areas that are vulnerable to disasters in the different regions in the Philippines.
As part of the Albay in Action on Climate Change (A2C2) program through the initiatives of CIRCA, the activity was its local response on climate change mitigation and advocacy campaigns.
Rangasa added that CIRCA is conducting recent studies on climate-related risks in Albay and other areas in the Philippines, introducing concrete disaster risk reduction and climate change adaptation options for the most vulnerable communities in the country.
Participants who came from different travel and tour companies were Action Holidays Tour Corp., Royal Quest Tours, Broadway Travel and Compass Tours.
